Executive Management

Bud Freeman
CEO, owner and Chairman of Cardinal Services, Inc., since 1983.  Educated at Humboldt State College, Mr. Freeman is the Past Director of Habitat for Humanity, is the Director of Timber Operations Council, Director of the Coos Country Club Board, and Director Coos Elderly Endowment Funds.  Bud held several management positions from 1960-1982:  Weyerhaeuser (Quality Control), Borden Chemical (Technical Service Manager), Georgia Pacific (Sales Manager, Plant Manager and West Coast Manager), Payne and Keller Engineering (West Coast Manager), and  D.B. Western, Design-Engineering (Co-Founder and President).

Mike Freeman
President, with Cardinal since 1988.  Mr. Freeman is also a member of Cardinal Board of Directors. Educated at Lewis and Clark, Mr. Freeman has a B.S. in Business Administration, 1988. Mike was the Cardinal General Manager from 1988-1995 and has been the Cardinal President since 1995.

Louie Liberante
Senior Vice President of Finance, with Cardinal since 1988.  Mr. Liberante is a member of the Cardinal Board of Directors and a member of the Senior Management Team.  Louie started with Cardinal Services, Inc. in 1988 as a Sales Representative.  Educated at Cornell University, he received a B.S. in Hotel Administration in 1975, and worked for the Red Lion Hotel chain after graduation.  Louie is currently on the Board of Directors for CCD Business Development Corporation and for the Coos Bay/North Bend Rotary Club.  He is a past President of the Bay Area Chamber of Commerce, and still active in the Chamber's Economic Development  and Forestry/ Fisheries Committees as well as being involved with Douglas Timbers Operators.  Recipient of the Cardinal's President's Award in 1999 and 2001.

Arin Carmack
Vice President of Risk Management, with Cardinal since 1998.  Mr. Carmack heads the Risk Management Department for Cardinal.  Educated at University of Oregon he holds a B.S. in Political Science and a Masters of Business Administration from Northwest Christian University. From 1995-1998, Arin served as Intern to Congressman Peter DeFazio as wells as his Staff Assistant and as Manager/Legislative Aide for Representative Kitty Piercy.  Recipient of the Cardinal President’s Award in 2003.

Brandy Thompson
Vice President of Operations, with Cardinal since 1999.  Mrs. Thompson is a member of the Senior Management Team.  Since being hired as a Customer Service Representative in 1999 Brandy has held a variety of positions within Cardinal including Branch Manager and Corporate Staff Development Coordinator allowing her the opportunity to learn and contribute in many areas of the company.  A graduate from the Bay Area Chamber of Commerce Leadership Coos program in 2003 and serving as a program facilitator on the steering committee since 2004.  She is also a graduate of The Ford Institute Leadership Program and then became a Ford Institute Community Trainer.   Recipient of the Cardinal President's Award in 2005. Recipient of the Cardinal Customer Service Award in 2003.

Derek Jensen
Vice President of Marketing and Sales, with Cardinal since 2000.  He received his B.S. in Business Administration from the University of Oregon.  After graduating, Derek spent a stint in Phoenix, Arizona working with the Phoenix Suns and Arizona Diamondbacks in the field of sports marketing.  He graduated from the leadership program of Jackson/Josephine County in 2003 and served as the President of the Pro Club in Medford, OR in 2004.  Recipient of the Cardinal President’s Award in 2004.

Jessica Chavez
Director of Hiring Services, with Cardinal since 1994.  Jessica served in the US Air Force prior to coming to work at Cardinal.  Graduated from the Leadership Program of Coos County in 1998 and has been actively involved in the community.  She served as President for the Bay Area Optimist Club 2005-2006, being a Charter Member since 1998.  Recipient of Cardinal Values Award in 2006.

Celeste Marshall
Director of Payroll Services, with Cardinal since 2001. She received her BS from the University of Oregon.  Since 2001 she has held a variety of positions giving her input and involvement in multiple areas of the company.  Celeste is a Certified Staffing Professional making her a great asset to the Cardinal team. Recipient of the Cardinal Internal Customer Service award in 2005.  Recipient of the Cardinal Values Award in 2008.

Cindy O’Neal, MS, SPHR
Director of HR Services, with Cardinal since 2006. Cindy brings over 25 years of HR experience in a variety of industries (including semi-conductor, fuel cell, and manufacturing) including 15 years spent teaching HR and business courses at the college level. Cindy provides client companies with consultation and advice on HR issues including legal compliance, employee relations, terminations and policy development. As the Director of HR Services, Cindy also advises Cardinal management and internal staff in Human Resources policy and program matters. She has earned her SPHR designation (Senior Professional in Human Resources) and has a master’s degree in Human Resource Management from Chapman University. Cindy is the 2011 president-elect for HRACO (the central Oregon SHRM (Society for Human Resource Management) affiliate). Recipient of the Cardinal President’s Award in 2009.

Celine Qualman
Senior Administrative Professional, with Cardinal since 1993.  Mrs. Qualman was educated in Singapore before moving to Oregon.  In 2005 she earned her Oregon Health & Life Insurance License. Recipient of the Cardinal President’s Award in 1998.  Recipient of the Cardinal Values Award in 2005.
