Our History
In 1983, Q.T. "Bud" Freeman and Diane "Gail" Freeman purchased the franchisee’s rights to the Acme Personnel Employment Agency in North Bend, Oregon. Two years later, they bought the franchisor’s interest and established Freeman Employment Agency. In 1988, Cardinal Services, Inc. was formed and a branch location in Eugene was opened. By 1990, a location in Roseburg was added, Freeman Employment Agency ceased business activity, and Cardinal moved its headquarters to Coos Bay.
In 1994, Cardinal acquired the assets of Baugh Business Services, a Florence staffing company. Oregon Business Magazine named Cardinal one of the Ten Best Places to work in Oregon. In 1996, the Small Business Development Center Network named Cardinal as Oregon’s "Fastest Planned Growth Company".
By 2002, Cardinal had opened branches in Newport, Brookings, Medford and Bend. In 2003, Cardinal Employers Organization, Inc. was formed, becoming the primary vehicle for delivering PEO services. The following year, Cardinal acquired the assets of Winsum Staffing Services, LLC in St. Helens.
In 2007, Cardinal (under Winsum, LLC) acquired Jan Baker Facilitates in Bend. Jan Baker Facilitates is a human resource consulting business that specializes in training, recruiting and HR consulting to small to medium size businesses throughout Oregon with primary emphasis on Central Oregon. Jan Baker was the original HR director for Mountain Bachelor Ski Resort and will continue to work with Jan Baker Facilitates, though in a reduced role. Also in 2007, a new entity was formed, Preferred Employer Solutions, which will provide some Staffing and PEO services in specialized circumstances.
In 2008 Cardinal purchased Lighthouse Accounting and Bookeeping in Springfield. Adding payroll services to the array of Cardinal Services has been a positive move for both organizations.
In 2009 parts of Lighthouse were absorbed into a reformed Cardinal Services and became an integral part of a dynamic business. Adjustments to economic conditions caused the closure of our Florence office and resulted in a Cardinal Services well positioned for new growth in Oregon and beyond.
